Species and site protection at higher planning levels

The main focus of the project is to standardise and optimise the processes for the legal review of species and site protection at higher planning levels. This concentrates in particular on the higher levels of regional planning and federal sectoral planning. The project aims to increase the legal and procedural reliability at these planning levels.

The project provides a differentiated view of the different planning categories and their binding effects (suitability areas, priority areas, reserved areas, binding effect of federal sectoral planning according to § 15 NABEG). It was examined which data bases are to be used at the higher planning level and to what extent and with which methods surveys are required on site. In addition, it was examined which aspects of the assessment programme are to be considered or stratified at which planning and approval level, and how the requirements for the exception assessment can already be fulfilled at the upstream level.
