In view of the climate crisis, the Federal Government has set itself the goal of increasing the share of renewable energies in gross electricity consumption to at least 80% by 2030. Onshore wind energy in particular will need to be expanded rapidly to achieve this. With the aim of accelerating this expansion, numerous laws have been revised, including provisions governing the treatment of nature conservation and species protection in relation to the designation of areas for wind energy and the permitting of wind turbines. By introducing specific land area targets for the federal states and procedural simplifications for permits in wind energy areas, the legislator is addressing the federal state, regional and local levels alike. Accordingly, the requirements for implementing these provisions from a nature conservation and species protection perspective are highly diverse.
How can site selection help reduce conflicts with species protection at an early stage in the planning process? How can potential conflicts be identified and weighed up in planning procedures? What role can anti-collision systems and other technical measures play in the permitting of wind turbines? How can species support programmes and compensatory measures ensure a favourable conservation status for species affected by the expansion of renewable energy? These questions, together with an exchange on initial experience with the new regulations at planning and permitting level, are the focus of the BfN expert discussion.
