Current BfN call for proposals on species action plans

The aim of the project is to develop an adapted concept for the preparation of national species action plans, taking into account international and national concepts on species action plans. The first national species action plans for bird species particularly affected by the expansion of renewable energies are to be developed. The results of the project are to be shared with the specialist authorities of the federal states and published as BfN publications in the form of species action plans.

Background
The Fourth Amendment Act to the Federal Nature Conservation Act (BNatSchG) regulates in the newly created § 45d the obligations of the federal government to draw up national species assistance programmes (AHP). Species assistance programmes are instruments of species protection which - based on § 38 (2) BNatSchG - serve the permanent protection of species affected by the expansion of renewable energies, including their habitats.
In consultation with the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), BfN has drawn up a list of species. According to current knowledge, it contains the species particularly affected by the expansion of renewable energies. These are to be focused on in the implementation of species assistance programmes. In addition to other particularly affected species, the list also includes the collision-endangered breeding bird species listed in Annex 1 to Section 45b (1) to (5) of the Federal Nature Conservation Act (BNatSchG), for which areas have been defined for examination in the context of licensing procedures for wind turbines.
