R&D projects for nature conservation support of the energy transition - Documentation of the BfN event

A nature-friendly design of the energy transition is the overarching goal of currently more than 40 research projects that the Federal Agency for Nature Conservation (BfN) has been funding or has already funded since 2015 in the thematic priority area "Nature Conservation and Renewable Energies". The protection of landscape, natural habitats and biodiversity in the design of the expansion of renewable energies is the focus of the research. During a two-day dialogue, the results to date were discussed with experts from politics, research and administration, nature conservation and the energy sector on 5 and 6 November 2018.

Zukunft der Landschaft – Landschaft der Zukunft

Der Landschaftswandel ist ein zentraler Konfliktpunkt, der in der Diskussion um einen weiteren Ausbau der erneuerbaren Energien an Bedeutung gewinnt. Vor allem die Windenergienutzung mit bald 30.000 Anlagen in Deutschland und der beschleunigte Netzausbau wirken sich aufgrund ihrer Flächenbedarfe in erheblichem Maße auf das Landschaftsbild aus. Wie diese Veränderungen objektiv zu bewerten und aktiv zu gestalten sind, war das Thema des ersten Veranstaltungstages. Im Mittelpunkt standen neueste Forschungsergebnisse zum Landschaftswandel, konkrete Folgerungen und Forderungen für eine landschaftsverträgliche Energiewende sowie eine Podiumsdiskussion zum Thema „Zukunft der Landschaft – Landschaft der Zukunft: Landschaftsbild zwischen Wandel und Bewahren“.

 
Aus der Forschung in die Praxis

Am zweiten Veranstaltungstag wurden Forschungsergebnisse aus dem gesamten BfN-Themenschwerpunkt „Naturschutz und erneuerbare Energien“ vorgestellt und aus der Perspektive der unterschiedlichen Planungsebenen beleuchtet. In Elevator-Pitches wurden aktuelle Forschungsergebnisse und Wege in die Praxis für Politik, Planung und Verwaltung vorgestellt und diskutiert. In den anschließenden Workshops erfolgte ein Austausch über die Anforderungen von Politik und Praxis an die Forschung und über Strategien, wie die Ergebnisse noch besser in der Praxis wirksam werden können. Auf strategischer Ebene  richten sich die Forschungsergebnisse und übergeordneten Handlungsempfehlungen an Bundesbehörden, Politik sowie Umwelt- und Energieverbände. Diskutiert wurden strategische und übergreifende Aspekte einer naturverträglichen Energiewende. Mit VertreterInnen aus Landesbehörden, Regional- und Landschaftsplanung sowie Planungsbüros wurden auf der Ebene der planerischen Steuerung unterschiedliche planerische Konzepte im Zusammenhang mit dem Ausbau der erneuerbaren Energien auf regionaler Ebene diskutiert. Future of the landscape - landscape of the future

Landscape change is a central point of conflict that is gaining importance in the discussion on further expansion of renewable energies. Above all, the use of wind energy with soon 30,000 turbines in Germany and the accelerated grid expansion have a considerable impact on the landscape due to their land requirements. How these changes can be objectively assessed and actively shaped was the topic of the first day of the event. The focus was on the latest research results on landscape change, concrete conclusions and demands for a landscape-compatible energy turnaround, as well as a panel discussion on the topic "Future of the landscape - landscape of the future: landscape between change and preservation".

From research into practice

On the second day of the event, research results from the entire BfN thematic focus "Nature Conservation and Renewable Energies" were presented and examined from the perspective of the different planning levels. In elevator pitches, current research results and ways into practice for politics, planning and administration were presented and discussed. In the workshops that followed, there was an exchange about the demands of policy and practice on research and about strategies on how to make the results even more effective in practice. At the strategic level, the research results and overarching recommendations for action are directed at federal authorities, politics and environmental and energy associations. Strategic and overarching aspects of a nature-compatible energy transition were discussed. With representatives from federal state authorities, regional and landscape planning as well as planning offices, different planning concepts were discussed at the level of planning control in connection with the expansion of renewable energies at the regional level. Results and recommendations for action for the planning, approval and implementation of concrete plants and projects were the focus of a third workshop.
