Among the obstacles identified were, inter alia, a lack of land secured through planning, the excessive length of planning and approval procedures, and uncertainties in dealing with species protection. A large number of new laws and amendments to existing legislation were adopted in order to address these obstacles. Triggered by Russia’s war of aggression against Ukraine and the resulting energy shortage, temporary emergency provisions were also enacted to safeguard energy supply.
The handout for the BfN expert discussion on nature conservation and renewable energies, “Accelerating planning procedures and nature conservation in the expansion of onshore wind energy” (13 November 2023), provides a brief overview of the most important new provisions and compiles relevant practical guidance and literature for practitioners in regional planning, permitting authorities, project developers and nature conservation.
