The potential of land pools, conservation measure pooling and ecological route management in electricity grid expansion – new BfN publications released

Against the backdrop of increasing competition for land and the aim of implementing nature conservation measures more effectively and swiftly, this research and development project (R&D project) is investigating the potential of land and measure pools for the regulation of interventions under nature conservation law – both in general and, more specifically, in relation to the expansion of the electricity grid. Furthermore, as a contribution to reducing the pressure on land use during grid expansion, the report examines options for implementing compensation measures, at least in part, along the route, or for reducing the need for compensation through ecological route management. Action-oriented and practical recommendations are set out in this regard.

Overall, the R&D project highlights the potential for successfully mitigating the impact of infrastructure projects through early and enhanced cooperation with pool operators and land agencies, as well as opportunities to optimise the expansion of the electricity grid by consistently harnessing the potential of ecological route management. The recommendations set out here can help to speed up and improve the effectiveness of compensation under the environmental impact compensation scheme, whilst maintaining high quality standards. This involves building on existing approaches and structures to optimise processes quickly and without the need to amend nature conservation legislation.
