Future solar installations: technologies, impacts, spatial control options

The reason for and aim of the project is to evaluate the various expansion paths for photovoltaic systems from a nature conservation point of view, and to develop excellent options and possible courses of action in this regard. In doing so, PV FFA, agri-PV and floating PV systems within as well as outside the EEG framework are to be taken into account.

Furthermore, the impacts of PV systems - especially floating PV - on ecological concerns are to be determined and evaluated, and an evaluation matrix for the different types of PV systems in relation to the various system locations is to be developed.

Likewise, new and innovative proposals for the nature-compatible steering of PV plants are to be developed in order to incorporate these into future EEG amendments, insofar as PV FFA still receive support via the EEG. Existing regulations with a steering effect should be examined for their effectiveness and possible need for clarification. These can be regulations in planning law (e.g. regional planning, building and licensing law), but possibly also other areas of law with a steering effect. In addition, proposals for regulations outside the legal framework of the Renewable Energy Sources Act (EEG) are to be developed, which are aimed in particular at PV FFAs established independently of the EEG.
